As you've said these things exist because of the developers and so the onus should definitely be on them to fix that shit and quick. If people are doing things outside of the game, like the whole controller firmware hack BS for the rapidfire glitch then ban those fuckers, then that is something I'd ban for, but if it's something built into the game then you just can't threaten the users over it. Then again this sort of crap from Microsoft doesn't surprise me in the slightest.
